Default Is UTG 4 handed the same as ...

Is UTG 4 handed the same as being the cut off when its folded to you at a full table? (I am just using 4 handed as an example)

Either way you are the first to act with the same number of players remaining, is there any functional difference between the two situations?

is there anything you would do different in the "shorthanded utg" situation from the "full table but it is folded to you" situation?

It seems to me that the remaining players have a higher likelyhood of having a good hand due to the type of hands people fold, but I assume it is negligable, are there other differences I am missing?

Since people are going to be folding mostly low cards, that means that if it's folded to you in the CO at full ring the players left to act are more likely to hold higher cards (better hands). If you're UTG in a 4 handed game however nobody has done anything yet, so the other players hands are basically random.
