How should this have been played? Villian seemed solid.

I would raise to .40 preflop. Not a huge thing but imo it's just one more BB in your pocket that you know they will call.

On the river CO has only put in $4 and he has $8 left. You could block bet like $3 or you could just c/c depending on his bet. A small block bet is best imo.
