Default How should I have played this hand 55

I am in a $11 sit n go 4 handed and I am dealt 55 in first position. I have 3900 chips and the bb is 400. I raised to 900 and was called by 1 person. The flop was q94 and it was checked to me, I checked next card 3 it was checked again I bet enough to put him all in I figured he was on a draw or had nothing. He had q9 suited and beat me. Should I have went all in preflop, raised to at least 1200, or limped in.

The other stack sizes matter a lot here. This could be anything from a push to a fold, but hardly ever a raise to 900.
