looking for free photo software to resize pics

i need to resize some pics. i have paint and photoshop starter edition but i couldn't figure out how to resize pics using them. help me please!! thank you.

In microsoft paint, go to the top menu, choose image, then go to sketch/skew. You can then resize any photo.

Irfanview is good for resizing and is free, and they have preset settings and user inputted. Works fast and great, although there's no batch process that I know of for that program so you'll have to manually resize them all if you have a large number of files.

Google's Picasa might do it, but I never used it.
