Default Would you consider this collusion?

I was playing a 10 handed 1/2 NL game at a local card room and this hand came up. Villian1 and Villian2 are loose aggressive with an indepth knowledge of the game. They are good friends and possibly boyfriend/girlfriend. Villian1 is the girl. They both play a little too loose IMO. Anyway, I saw this hand come up and it seemed like they were working together to get Player1 to fold.

Villian1 is BB with $300
Villian2 is UTG with $150
Player1 is MP with $350

Preflop:
Villian2 limps
folds
Player1 raises to $12
folds
Villian2 calls
Villian1 calls

Flop: 3h 4d 8h (pot ~ $35)
Villian1 checks
Villian2 checks
Player1 raises $25
Villian1 minraises to $25
Villian2 calls $50
Player1 thinks, then folds

Turn: blank (pot ~ $160)
Villian1 checks
Villian2 checks

River: blank ($160)
Villian1 checks
Villian2 checks

Villian1 shows 39os
Villian2 mucks claiming he missed his flush draw.

Does anyone think this is BS? Villian2 knew that if he called on the river, Player1 would most likely muck an overpair. Then they check it down after Player1 is gone!

I don't think they were colluding on purpose, it is just unfair when two friends that aren't trying to take the other's money are playing against someone else.

Would you say anything about this or just let is slide and try to exploit it later?
