Default Good problem to have: Huge hand, raised on river

Me and this guy have been banging it around pretty hard on a HU table, with him having a really ugly suckout on me when I made a big call against him one hand, and me returning the favor when my TPWK went runners to flush his flopped set he didn't RR on flop. I've been taking most of the medium pots, he's taking the smalls, cuz he gets kinda monkey aggro. He has a hard time folding any decent hand, especially on the flop, but has become wary of me when I put big $$$ in the pot over time, as I almost always have it when I do vs him cuz I know he'll call.

Then the following glorius hand comes up;

I didn't bet the turn, because I felt I had the board kinda crippled, and I know he will bet any draw, which I will CR hard.
I'm 95% sure he has a 4 here, and since he calls so loosely, my first thought is allin, but i'd hate to lose an easy 700-1000 because I went for the full stack with an overraise and accidentally made him actually consider what he can beat. What's the best raise here?

I'm guessing this is gonna be a consensus. So, i'll go ahead and say what I did. While I was thinking what I can get from this guy, which I figured to be less than his stack, but more than a minraise, I remembered THIS and just quickly figured 1000 or so more, he'd call, and I didn;t want to take too much time doing it. Ended up grabbing it to 1725 straight, he instacalled 34d. likely cost myself 3-400 there, but I keep thinking he calls stack too.....

if he calls 975 he calls pot, and hes more inclined to call pot than 975 imo.. holla

Why the small raise preflop? Why the slowplay on the flop? I think these types of lines make one very easy to play against.

Maybe I raise too big preflop, but OOP and likely HU I almost always raise more than pot. Either way, the flop play is still pretty bad IMO, especially given that he's going to have to follow up a lot of his preflop raises with c-bets against the other blind in later situations.
