I prefer the strategy of capping every street. And then looking at my cards.

If at least one of your cards is a ace or a king before the flop, put in one raise or re-raise when it's your turn. Call any subsequent raises.

If you don't have an ace or a king fold preflop. Tight is right.

As for post flop play, checking and calling until you get to showdown is a good start. You superior preflop play will give you the edge.

Against the highly observant and skilled players at these levels, you'll need to mix up your play significantly to maintain an edge. Some players do this by raising non-premium hands like smaller pairs and suited connectors. A much better strategy is to occasionally fold premium hands like AA and AKs.

And like MrWookie said, when you do play, cap every street so the pots you win are as big as possible.

I'll be the nice one - your question is much, much too general to get a nice quick answer like this. Try going to the microstakes/small stakes limit forums and see how they play hands, and ask more specific questions about play.

Put tape over one of your holecards. Ok, now:

-Preflop- raise/reraise when visible card is >J.

-Postflop- bet/raise/reraise with a visible pair, 4-straight, or 4-flush.

This little known strategy automatically gives you game-theoretic-optimal bluffing frequencies. It is also the best way to exploit the plethora of folding equity available in low-limit Texas Hold'Em games.
