Default 6 man bubble call. Is this a strong enough hand

Presuming that I am pushing ATC here, does the small blind have a big enough hand, risking tripling up the BB? Seems to me this is a fold on his part. What do you think? And would the buyin matter? I left it out of the title on purpose.
