As played this is probably close. I can definitely find a fold here and whoever says it`s a clear call is wrong. Fish can`t hand read or board read but they always notice 3-flushes even when the presence of one doesn`t really change much.
As I said as played it is close between calling and folding which means hero should have done something else after villain`s initial bet.

I think that you are misapplying this concept here. The "don't raise unless you have a plan" strategy is not a strict rule to always be followed under any circumstance. It is more a general strategy that becomes helpful when facing a close decision to raise.

This river raise is in no way a close decision. Hero has a disguised flush against a known calling station. The most important factor that hero needs to consider on the river is exactly how much he can raise and get paid off.

Umm.. like... villain's not shoving 100% of the time....

This stupid "don't raise if you don't know how to deal with a 3-bet" is so so so so sooooooo dumb.

Also, here, we're probably ahead more than half the time, so raising is pretty solid to INDUCE a 3-bet. Plus, he often calls with way worse hands.

I would eat my shorts if this player showed up with the bare ace of trump here. I think it is waaaaay more likely he is waaaaay overplaying a worse made hand. Second most likely, if we're ahead, is that he has some hand completely unconnected to the board and is just pulling some crazy-ass stone cold bluff.
