Default No continuation bet 3 ways?

Do you ever not make a continuation bet 3-ways with whiffed overcards? I thought this spot might have been close. A flop like that seems to hit a lot of limping and cold-calling ranges. I guess offsuit broadways are limping and cold-calling hands as well though. Any examples of where you might do this?
