Those suggesting raising/shoving are obviously assuming he's dumb enough to bet and call a worse queen here (which is horrible). But at the same time, they're also saying there's no way he could have gotten here with a 3 unless it was some sort of monster like A3ss. This is a steal situation where the only paint is a Q. A pair of threes isn't just giving up their hand here.

There are way more hands with weak queens or threes than there are strong queens in his range. Without a postflop read, raising or shoving the river is bad. Call and start learning how he plays postflop.

I shove all-in. The river bet looks very weak to me. If villain shows a X3 or a full house so be it. I don't believe that villain has trips. The weak bet smells like KQ/QJ/QT.

Typo corrected: raising, not betting. You obviously value bet the river 100% of the time when checked to. However, once he leads out - if his range is primarily weak queens and threes then raising/shoving makes little sense as there is no reason to expect him to call with a weak queen (though he may - again postflop read) and you're value stacking yourself when he has a three.

I think that you are WA/WB. I would call. I think that the villain was making a 1/3 pot blocking bet with a weak queen or an underpair of some kind hoping for a cheap showdown.
