I prefer to say "Raise", then state either "$100 straight" if that is my full bet, or "$100 on top" if the intial bet is say $40 and my full bet is to be $140.
If you say raise and don't state an amount, I believe you are either stuck at min-raising or whatever is in your hand as it crosses the line.

I don't mind the betting line, if they actually give you some room behind it. The Las Vegas Hilton has the worst betting line ever. My normal CR in San Diego, you could eat dinner behind the betting line.

We have a betting line at our local casino, and it is definitely run as a "what leaves your hand is the bet". If you grab a stack of 20 reds and drop down five on the table and then pull the other 15 back, it's still a $25 bet in spite of $100 crossing the line and hitting the felt. I know that, depending on the room, you could be asked to commit all $100.
Thankfully, there's a large enough space between the line and the chips for you to count out your bet before it crosses the line. You can do whatever you want behind the line; what crosses the line is the size of the bet if no verbal declaration has been made. When playing NL, I usually count it out behind the line and then move it forward (if I don't state the raise amount clearly before counting out the chips).

Verbalize your raise amount. Today at a 1-2NL table I went to min raise and declared "twenty" and put out 40 in chips because I was distracted by the Phillies game. The bet stood at 20 'cause I declared the raise clearly and deliberately.

Just today at the "POT" in Milwaukee in a limit game, an obvious frequent player (old fart) said "Call and I Raise". I shot the dealer a look (didnt verbalize) and she called him on the string. The guy was on tilt for like 1/2 an hour. Apparently they let the geezers generally do what they want. I was the youngest guy at the table by 20 years and I'm 42.

Once you bring chips forward, you cannot go back for more, even if you said "raise," unless you have stated the amount. Saying "raise" does not give you the license to string bet.
The only way you can make two motions is if you say "raise," then put out the exact amount of the call, then go back and bring out the raise amount in one motion.
