I really think a call is in order here.

Obviously stack off when we flop top pair or a club draw.

usually shove over his continuation bet on boring flops (943),etc.

I'd almost always call here but I think a raise can be good with the right dynamic and image. It puts UTG to a much tougher decision than if you shove when he has TT or AQ and gives you a chance to beat those hands ui. It's obviously kind of icky when he four-bets.
