Good top soil would have cost 3x (or more) that much. Your "top soil" is mostly compost and junk with about a 99.9% chance of having weed seeds. They should offer two for one deals with Round-up. You do have some organic matter, which helps, but watch for weeds. Second, you would have been better off to just Round-up the entire planting area, let everything die, and then aeriate or till the hell out of it before applying any topsoil or grass seed. No reason to spend time digging up the weeds unless you're trying to scrape the ground of crappy soil at the same time. Since you came over the top with additional soil, there was no need to dig it up. Round-up breaks down within a few days and you can seed right over the top.
