This is news to me. I have not seen where it has been exempted. I doubt, however, that any exemption would carry over to illegal offshore bookmaking facilities.

The UIGEA exempts horse racing from the transaction filtering requirements. This was discussed rather heavily when the bill was passed.

The UIGEA "ban" (which is the wrong term) never included legal bets under the Interstate Horseracing Act. No "exceptions" exist.

The exectpion was specifically for US licensed companies. TVG.com is a specific example. It may be possible for partyponies to be licensed in the US, but they would probably require party gaming to divest of other US illegal online gambling operations for the license. ROFL.

Betting on horse races in the US is only legal at the racecourse or at a licenced simulcast facility. Betting on horse racing online is no less illegal than beting on Football or Basketball.
