In addition to Velocity's excellent post, I'd like to add that you don't have to rely solely on stats to see if you can move up. If you see your opponents making all kinds of stupid mistakes and are confident that you play better than they do, you can move up well before you're 99% confident of your ROI or whatever.

I did that at limit when I started playing poker at Pacific Poker. I crushed all limits. Looking at higher stakes I saw my opponents making all kind of stupid mistakes so I moved up and a half year after I started I played 30/60 and made 10k in a week. The next week I lost 10k. After that I went busto.
