If he doesn't have enough to complete the hand, then you have worse implied odds.

Nah, I don't think that is a big deal really. It's limit, I think you have to sit with at least 5xBB which equates to nearly the whole hand if he calls down...but if it was raised preflop multiple times, then your right, as he would get massive pot odds for draw hands, same goes for on the flop. But I think it would hurt him just as much, for not being able to capitalize on trips properly, calling too many draws. Another advantage I could see is an easy turn bluff bet (if that puts him all in). But this is SO much more effective in NL. I really would not worry about a rat holing limit player.

It would hurt him more then it would help him if he didn't suck. Since he does, it serves to limit his loses.
