You are, of course, (as is anyone) free to start one whenever you'd like.

Both.
Read The Little Green Book first. It has a lot more information in it. Kill Phil is an advanced variation on Sklansky's "System" and a needed read for any tournament player, but is not as broad in the information it presents. Doc
