folding is best since he's been playing passively. fwiw, i think he's bluffing here a fair amount of the time (given your reads), but it will be tough to call him down.

so you're calling down? my initial reaction was to call b/c he's probably playing back at hero, but at the end of the day this is still a passive player.

edit: also, since hero has been showing down the winner, i feel like villain is probably bluffing less than i initially thought.

Meh, people do weird things in RR-ed pots, especially if they think your playing back. The sizing of his raise also makes me think bluff.

also,
i wouldnt necessarily call down all the time. many players can only c/r bluff one street (or bluff raise) and not follow up. if he's the type of nitty player to only fire one barrel and ONLY fire when he has a hand i definitely call/fold turn most times.

if he's the type of guy who will c/r and follow up with much less than premium, i dont mind calling another street and seeing what he does.
