Talk to FFK and your friends who know this situation. To me, it sounds like someone who knows that they can't keep you, but want to avoid losing you. Do your best to not burn any bridges. But, do what you have to do, and don't look back.

The best part about managers like yours is that I get to hire the gifted employees that they piss off to the point of quitting.

The larger the company, the more control the department head has. I know a production warehouse manager that works for an enormous grocery chain and has for the last 26 years. He's been stuck working 90 minutes from home for 10 years, even though there are two warehouses closer to him, both of which have had his position open up 4-6 times. 10 years ago he left one near his house as a favor to the regional VP so that he could save the warehouse he's working in now from a rash of issues.

Now the VP is gone and the warehouse director won't let him apply for the other positions.
