Each chip is more valuable to the shorter stack. Here are some numbers of their combined equity:

Start of hand: 55.5%

After hand: 56.5%

If BB folds to the raise: 55.3%

If they wanted to chip dump, just raise to 50K and fold to the reraise. It wouldn't have looked strange at all.
