I believe Liberty City is based on New York City, not Chicago.

As for GTA IV it's anybody's guess, but Take Two registered the trademarks GTA: Bogota (Columbia I assume), and GTA: Tokyo, as well as GTA: Sin City. Whether this is to throw people off, garner discussion or whatever, who knows.

Liberty City is based off New York
