Betting on horse races in the US is only legal at the racecourse or at a licenced simulcast facility. Betting on horse racing online is no less illegal than beting on Football or Basketball.

This is news to me. I have not seen where it has been exempted. I doubt, however, that any exemption would carry over to illegal offshore bookmaking facilities.

I stand corrected. I just phoned a friend who's in the business and he says that provisions were made for licenced online simulcast operations already in place within the US. He also said that he thought it would be unlikely that unlicenced operators outside the the US, and therefore beyond taxation, would be able to benefit from this.
