What made hands do you this with? Or does this matter?

Why? What about no hand, no draw. Why wouldn't he take a stab if he doesn't have anything.

I know nothing about opponent, I would rather get him to fold like 99 which is likely, than say get him to bluff with KQ which is less likely (in my opinion)

Shorties aren't likely to fold 99 here at 100NL if you open shove. Some will but they are in the minority.

What I'm thinking is:
Open-shoving looks like a draw.
I don't see 99 folding whether it is c/r allin or open shoved.

So I like a c/r allin more. Even though it still looks like a draw. I guess the problem comes if it checks through--the hand becomes much more complicated if we miss on the turn.

Yeah, I wouldn't be surprised to see a call from AJ from a shortie. But he's not that short.

I think any option doesn't really matter, c/r AI, shove, bet like 18 and hope he bluff shoves or value shoves w/e

it's very marginal and playing hands like this either way will not be one of the downfalls of your poker career
