Even in California, probably the US state best known for local non-casino cardrooms, the number of rooms has been capped until 2001. WA and MT are the other states I know of that have local cardrooms, and frankly in the US they're probably your best bet.

Montana Department of Justic - Gaming Regulation (somewhere on that site there's a list of hole-in-the-wall rooms)

Do the job right in Montana and you might get business from 2+2 author Ray Zee!

Is this even legal? I've never seen a cardroom where the dealers worked only for tips.

I would recommend working in a cardroom for several years before doing this. Or I suppose you could go to business school and then later try to find a partner with casino experience. But it's certainly not something you can do as "a really fun thing to do after undergrad".
