The simple question here is 'Do you want to race?' While Villain certainly can have AA or KK and making the raise from UTG is usually a pretty strong statement, UTG is under no stack pressure. He could certainly go with 3-4xBB to get some action, but not too much. I'd anticipate TT+, ATs+, AQ+ with this bet. I'd push expecting that range, as the odds of AA or KK cannot be more than 10%ish.
