Default Is this ok in other casinos?

I live in Milwaukee and occasionally go down to our local Indian casino - Potowatami. They have a couple of strange rules in their poker room (you have to post when you first sit down, you can't buy the button, they allow people to verbally check a pot down with cards to come after a third player is all-in(I think this is a horrible rule, but I won't get into it since it was a subject in a recent post), etc.)

Anyway, the question I have is about exchanging money on the table. One really loose calling station, who is a regular, kept busting out of the NL table and was asking to borrow chips. People who knew him were pushing $300 across the table out of their own stack!

Is this ok? It's not like they are taking money out of their pockets, but they're taking it from their chip stacks... I thought this was not allowed in Vegas, but I can't remember exactly. Don't get me wrong this guy totally sucked, so I had no problem that people kept borrowing him money (he donated about $200 to my stack).

On an ethical stand point isn't this wrong though? I mean, isn't it simular to taking chips off the table and putting them in your pocket? I know the chips are staying on the table, but what if a LAG friend of mine hits a huge pot, and then hands me a $500 chip to put in my stack so he "won't lose it back" since he knows I'm a tight and solid player? (hypothetical situation of course...)

Or am I just too [censored] up and thinking this out too much while making the matter confusing to myself?(after re-reading my post i think this might be more likely..., ha)

I know where I play, (indian casino in Oklahoma), they probably wouldn't care if you just gave him $20 or something, but giving him another full buy-in or so would not fly.

One guy gave him 300 out of his stack, and another gave him about 400... I thought this was strange but in no means was I going to call the floor or ask the dealer since, as I mentioned before, the guy was horrible, ha!

at commerce a buck or two is ok, but once a guy tried to throw $5 to a guy he busted and the dealer wouldnt allow it. At hustler, $8 was allowed when it was thrown to me and i busted...
