hmmmmm......by far the most likely, as several other posters have noted, is loss of hair due to friction, like on the inner thighs - I've never heard or seen a scrotal skin cancer, although I suspect they occur. OTOH, the most common cause for inciting cancer of the skin is too much sun exposure, which seems unlikely, unless your lifestyle is less than standard.

From the OP, I infer the bare area is on both sides of the sac - if so, the chances of it being something evil are minimal - in medicine, we play "one of these is not like the other one" a lot - unilateral problems are much more likely to be badness than bilateral ones.....
