Check the very first sticky thread. I'll quote PokerAddict here:

"Most poker rooms will not allow you to create a new account under your name. This applies even if you close your account first. This is especially true for Full Tilt. Please do not start threads asking about creating a new account to get rakeback for at Full Tilt. The answer is no. To answer the next question after that one yes you can have more then one account in a household (wife, brother etc.). This is also in the FAQ."

In the case of a player who has never deposited, it's usually not a big deal to create a new account at most sites. I've heard that FTP can even be a bit ornery on this, but I know a lot of players who have done it.
