Default flush draw in multiway pot

villains are unknown.
should i have raised the flop or bet the turn? the donk bet slowed me down.

I would raise flop for value/free card. Too many outs to a made hand not to do so. CO has nothing and is padding the pot with second best hand/draw. Use him to max advantage.
