Default 99 vs a 3-bettor OOP

Hero has 99 UTG, Villain is UTG+1 and is a 24/17/2.7 TAG.

Hero raises, Villain 3-bets, folded to Hero who calls.

Flop J73r
Hero checks, Villain bets, Hero calls

Turn x
Hero checks, Villain bets,

river J
Hero bets

Against a straightforward player I just bet the turn. Against a really aggressive player I check/call every street.

Why not bet the flop ?

Interesting bluff on the river, but I doubt that your opponent will credit you with a J, after you have check called both the flop and turn.

This is from a Villains perspective against me, I had KK and didn't raise the river. What do you think of the river play? I am not being results orientated as I believe calling the river is probably still best as it is insanely difficult for him to call anything that I beat.

He was 25/12/1.5, I was Villain

isnt flop usually a c/r versus a tag who will bet overcards and whatnot?

We want AK/AQ to continue betting, we don't want to get 3-bet by TT+ / AJ

88, AK, and AQ look like the only reasonable hands that you are ahead of here. Isn't TT (or the unlikely 99 for the split) one of the only hands that is better than yours that you are trying to fold here? So I'm not sure that I'm crazy about the river bet. It seems that a river check/call would get value out of the hands that you are beating and allow you to see if villian is willing to fire a river bet with air. I'm interested in others opinions as I'm not entirely sure here.
