If you think they will call a shove often then do that but I think I bet smaller to get paid off more frequently. This is a garbage hand pretty much always.

Def reraise pre. Like everything on the flop and turn, the river I would also laugh and then just flat to see his 9T. I wouldnt shove unless you know for a sure that he'll call a push
