Definitely raise that turn for value.
I'd just go ahead and raise the river as played. Busted draws aren't calling anyway, and this is .5/1. People are probably dumb enough to cold-call with just a pair.

Good Lord, you are behind to like one or two possible hands on the turn and have someone betting into you. Raise that up yo.

Also, you slow play when you are ahead of hands that can get better and still be behind. In this case you are afraid of pretty much any broadway card that doesn't pair the board so keep betting.
