What heartbreaking is that someone could look at world history for the last 30 years and actually believe that the arithmetic has any practical meaning in the real world.

It could buy down 611 billion of our debt, thus (at 4%) reduce our yearly interest payments by 24.44 billion, giving us an additional (if we balanced the budget with a 24.44 billion surplus) 24.44 billion each yr to pay down the national debt with.
And, if we took the savings in interest we no longer pay on the 24.44 billion we pay back each year, and use it to buy down the national debt, we would soon see the light at the end of the tunnel.

That is, if govt practiced Carter's "Zero Based Budgeting"
