No, you can't raise hand 2. Hands like this I'd be tempted to c/c down from the very beginning.

I'd call and maybe peel the turn if he's firing a bunch of turn second barrel bluffs after minraises.

hahahahaha....same villain as before 46/28 preflop, very aggressive postflop. our image is 21/18 TAG. Not much for history between us

i cant see calling down being too bad here, depends on his specific tendancies. pushing could well be an option too, but calling is better prob.
