It seems to me he has no reason to think you are going to bet after his check on the river. After all, you weren't firing on the turn. I don't think he'll check-raise. I think he wants you to check it down. This is either because he has an average hand (pp/Ax) or because he has nothing. Bet whatever you think he'll call with a lower pp.
