The reason we play low pocket pairs is to flop sets. With that being said, raising them is teh best way to optimize value when you do flop a set. When you limp you are reducing the value of yoru hand.

Yeah I completly agree if we are not OOP.
But do we really raise small pp when 4 people limp when you are in the big blind?
I agree it is a raise when 2 or 3 people limp to me and I'm on the button.
