That's a limit poker rule, the correct rule for NL is that it has to be a full raise to re-open action (read B&M forum enough and you'll learn the rules of poker pretty solidly [img]/images/graemlins/smile.gif[/img]).

That said, some rooms incorrectly implement the half-raise rule. I don't know offhand if FTP is one of them.
