Just bring you computer with you to the library and go to the basement or top level and sit in one of the standard desks along the walk behind the bookcases. It's always the same in every college library.

If your dorm isn't quiet you have reason to complain, though. A computer lab or a "talking" floor of a library is not a place where you can expect absolute silence.

If you have unreasonably low ambient noise standards the burden should be on you to find a place of sufficient silence.

but OP I don't think it'd be too out of line to just ask them to be quiet because you are trying to focus. you could also get your self some noise cancelling ear phones, they help a lot too.

There has been plenty of occasions where I am listening to music on my mp3 player and can hear someone else's music over my own. People are just [censored] stupid when it comes to blasting music.

If your school has a med or law school, the law library or med library will be very quiet. I spent many hours studying accounting in the med school library.
