I think these dogs are AWESOME, but he lives in the city. They would need tons of activity, and unless you run, I think that would be hard.

Get a Shih Tzu. I've had 2 for 7 years now and they are incredible pets. Inquisitive and playful personalities, great with kids, expressive eyes, very loving. Perfect pets for small apartments, as a puppy they'll be about the size of a coke can and grown to anywhere from 9-15lbs. Very low maintenance.

Labradoodles are great dog...

They come in multiple sizes from toy/mini -> med -> standard.
They also come in non-shedding varieties and are one of the most hypo-allergenic dogs around if that is a possible concern.
You are probably gonna be hard pressed to find one for < $1K though.
