Post Katrina - I have stayed in NO twice. Ritz-Carlton (price was relatively cheap $119 per night last month although this may have been a corporate rate as I booked through my firm's travel agency) very clean, very nice - 1 block from Bourbon on Canal.
Last year I stayed at Harrah's (comped) which was also clean and nice.

Staying at Winsor Court next week - 3 nights in a suite for 2 is running me $765 (+taxes) Local guy I know said it was the best in the city so I am game to see whats up. Both Harrah's and Windsor Court are Southwest of Bourbon just off of canal.
