Default [NL50] 2nd pair + fd vs cs

Stack sizes are 65$, villian is loose/cs, has seen me bluff recently.
He limps UTG, I raise to 2.25$ in the c/o with 89s, everyone folds but him.
Flop comes out:
9h 4s As
He checks, I bet 4$, he calls
turn is 6c
he overbets the pot 13.25$, pot was 12$
I call
river is a 3d
he checks, I check.

Standard?

If he's seen you bluff recently then going all-in on turn might be a good play. I mean, does he really c/c flop and then bet huge on a rag turn w/an ace?

He's a calling station, not a thinking player. I believe if I go all in, he calls me whenever I'm behind, and folds when I am ahead.

14 outs to probably best hand, 1 card to come so * 2, 28% to improve, getting a little under 2:1, I need to win a ~ 3-4$ bet to come out even, and I might be good still.
