Default NL25 is this river a fold?

Villain is 34/21/1.2 over 50 hands. Haven't seen him do anything strange yet other than play to many hands.

Should I fold to river raise. My initial bet was for value, so should I assume a raise means I'm beat.

It's unlikely the jack helped him.

The board was not very scary so he might not have felt a need to protect a flopped set/2 pair, etc.

I'm usually shown the goods when people CR the river.
