I dunno about allowing temps to get to high, but in Chicago there are definately laws about letting the temp get too low: at least 68 degrees during the day, 63 degrees at night.

same in richmond va, i think its 65 during the day and 60 at night.

i'd imagine its different with cooling, but when googling I found this about D.C.
"If air conditioning is provided by your landlord, it must be in good and safe working order and be able to cool your apartment down to at least 15 degrees Fahrenheit lower than the outside air temperature, according to published weather reports. If you think your air conditioning is faulty and complain to the DCRA, inspectors will take a reading in your apartment."

i wouldn't be entirely surprised if there are laws about landlord provided a/c that might set a max temperature.
