Default PP 50-100 10s on the river

I think i screwed up all the streets in this hand. I think i am underplaying my 10s and Js a bit and trying to be more agro with them. Is betting the turn standard? Is there a value on the river?
Don't have a lot of stats on UTG+1,he looked TAGy but a bit passive postflop. CO is 35/14/2.

I like every street except preflop, where you should 3 bet it to UTG+1's raise. You don't want people coming in behind or the blinds coming in cheap w/ hands they'd fold for 3 bets. I don't see any value in betting the river, because he may have clubs and now all you beat is 99 and 77 and I doubt those call the river.
