All of the above. He wasn't the last aggressor on the flop remember? It's quite possible he flopped a monster and went for a checkraise on the turn that whiffed.

But all that's outweighed by the fact that on the river the board is J97K7 and if he raises he has trip 7's crushed because this is a live game and these guys all get scared on the river.
