Min raises on the Flop followed by decent sized bets on the Turn are big hands 100% of the time (maybe not quite 100% but it's close). Good fold.

It's not a set; turn completes drawing hands, makes it close to complete, or make his TPGK no longer. His small bet tells you he's a donk(stats prove that) unable to let the hand go. Minraise on the flop given his stats, probably shows he's got TPGK or some crap.
