If he caps his better hands and calls his worse hands then a raise wins 1 bet when you are ahead and loose 2bets when you are behind. Because of that you need 67% eq to be sure that a 3-bet is good.

Also if he folds a fraction of his worse hands your raise loose value. Imagine you have 99% eq on the river after villain bets. If you know he is folding every worse hand but 3-betting his 1% better hands your EV of raising is

.99*0 - 0.01*2 = -0.02 < 0.


Its not enough to consider your eq. You also need to consider what he does with the different hands in his range.
