Whether AF=1 is passive for this villain is a difficult subject. Here, for instance, his AF is almost equal to

Bet%/Call% ~= 20/20 = 1

which is very passive indeed.

No it's not. He's seing the flop with tons of junk. Also, he's doing it by taking a passive approach preflop, which is likely to put him in situations where he's not the aggressor postflop. Yet, he's betting and raising a ton. Which is not very passive indeed.
