Default Florida Bill passed with changes we all missed?

Below is a link to what appears to be the last ammended bill for the new laws in Florida. In it the betting limit is $10 (not $5) and operating hours are 10am -2am. Did this all change with out everybody noticing (highly unlikely) or did a board of wagering (or whatever) overrule the Bill? I Can't believe that everybody missed this. So if someone has a logical explaination of what actually happened, I would appreciate it.

Try reading revision E3, which is the actual enrolled version of this legislation (the one that was voted into law). It lists both the maximum operating hours as 12 hours per day and the $5 maximum bet. Trust me, if the law allowed a higher maximum bet every room in Florida would be enforcing it as such.

Earlier revisions did make attempts at raising the limit to $10 but that was later revised to read $5 in the final versions.

I guess it is better than the previous $2.00 limit. at least they went in the right direction.
